  • Guidelines for Petitions Presented to the Horizon Texas Annual Conference

  • “iii) Procedure for submitting reports and items to be voted on to be included in the Preliminary Workbook. To facilitate adequate notice and inclusion of reports and proposed legislation in the Preliminary Workbook, all agency reports and matters to be voted on at the annual conference must be submitted to the Conference Secretary no later than 60 days prior to the annual conference in order to be considered at the annual conference, subject to iv. below.

    iv) Matters Not Included in the Preliminary Workbook that May be Voted on at annual conference. Proposed matters to be voted on that are submitted less than 60 days before the annual conference shall only be considered at the annual conference only if: (1) they are related to an event that has occurred less than 75 days before the annual conference, and (2) the proposal is duplicated and distributed to annual conference members no later 24 hours prior to its consideration. This rule shall not be construed to preclude proper subsidiary motions or privileged motions.” Item 2025-32, HTC Standing Rules

    The 2026 Horizon Texas Annual Conference begins on June 1, 2026.
    Petitions are due by 5 pm on April 2, 2026.

    To improve clarity, the HTC invites conference members to understand petitions in the following way:

    • A petition asks the annual conference to take a position or action.
    • Petitions cannot ask the annual conference to violate The Discipline nor bind future annual conferences.
    • The annual conference will take up petitions as the agenda allows.
    • Petitions are often are aspirational.
    • Petitions that impact the budget or require additional conference resources should be reviewed in advance by the appropriate conference agency.*
    • Petitions are typically referred to a petition/resolution working group to provide the author feedback.

    *To facilitate the business of the annual conference and operate in good faith, legislative items and petitions that impact the budget or require additional conference resources should be submitted to the conference secretary at least 90 days prior to the annual conference meeting to facilitate review by the appropriate conference agency. The author may modify the petition to accommodate agency feedback up to 60 days prior to the annual conference meeting. (see Standing Rules)
