The 2026 Horizon Texas Annual Conference begins on June 1, 2026.
Petitions are due by 5 pm on April 2, 2026.
To improve clarity, the HTC invites conference members to understand petitions in the following way:
- A petition asks the annual conference to take a position or action.
- Petitions cannot ask the annual conference to violate The Discipline nor bind future annual conferences.
- The annual conference will take up petitions as the agenda allows.
- Petitions are often are aspirational.
- Petitions that impact the budget or require additional conference resources should be reviewed in advance by the appropriate conference agency.*
- Petitions are typically referred to a petition/resolution working group to provide the author feedback.
*To facilitate the business of the annual conference and operate in good faith, legislative items and petitions that impact the budget or require additional conference resources should be submitted to the conference secretary at least 90 days prior to the annual conference meeting to facilitate review by the appropriate conference agency. The author may modify the petition to accommodate agency feedback up to 60 days prior to the annual conference meeting. (see Standing Rules)
